Windsor Mill
is an approved residential and live/work neighborhood of 201 homes
located in Windsor, California. The 20-acre project site is bordered
by Windsor Creek and railroad lines and is less a quarter mile from
the revitalized downtown Windsor Village and Town Green.
The projects was approved by the Town Council in December of
2005.
The development agreement was successfully negotiated and approved
by the Windsor City Council in October of 2009.
Changes in the development team, the economic downturn and
the town of Windsor’s interest in Transit Oriented (TOD) higher
density design, necessitated revisions and
re-positioning
of the project.
In 2010, an application was submitted to the Town of Windsor that
retained the site layout but increased the project’s density.
The new application included the following;

Increased Density from 201 homes to a range of
380 to 450 Apartments.

Improvement of the Architectural and Site Design
·
Improvement of the appearance of the project from the SMART
Rail Line.
· Decreasing paving and improving defensible space with a modified park design.
